I took all of my old GBA games and Game Boy Micro to sell at CEX in the UK, they took all my GBA games but since I didn't have a charger, they wouldn't take the GB Micro. Now I have a charger but no games to play for it.
When I insert the charger, the Select and Start button flash blue briefly. When I turn the power on with no game inserted, the screen remains blank without a flicker. Is this normal? I've not played it for several years now so it might have died on me despite the flash of blue.

No, it's not normal. Even without a cartridge insterted, it still should display the "Game Boy" logo, just without "Nintendo" under it.
I might be off on this, but it sounds like you have a dead battery. When you plug the Micro in, the buttons should stay blue until it's done charging. Alternatively, if the battery is okay, maybe it's the charger what's not working as intended. Or maybe, in a more extreme scenario, there's something wrong with the BIOS of the system.
Here's an idea: maybe you can bypass the battery, to see if everything else is fine. It's a bit tricky to remove, but it should be fine as long as you're careful. If the console works as intended when plugged, you know the charger and the console itself are fine.
