Feebas/Milotic do not exist in X/Y; you have to wait until the end of December to bring one over from previous titles
I've seen a few reports of people getting feebas from safari
If it existed I'm 99% sure you'd see some listed on the GTS for outrageous trades. If Feebas exists it's probably hacked, I could be mistaken but I've gone through over 600 FCs searching for it in and no go.

No problem, I've spent many sleepless nights skulking forums and GTS in search for one, even went so far as to offer Mewtwo, Yveltal, Zygarde, Articuno AND a 6 perfect IV Blissey for one single Milotic/Feebas, and to no avail. Unfortunately it is necessary for my Adventure Time theme so I'll be missing my 6th Pokemon until late December.
I saw a post that commented on the lack of the Beauty Pokemon in the game that was designed with Beauty as its continental theme. Ironic really.
Okay I was looking around and found someone who claims to have feebas in their water safari and it doesn't seem like this is someone pulling a blanket over others heads

Most likely a troll, will probably refuse your FC claiming something prevents him from adding you, or he will simply not have Feebas or may not even be a water type. In the quest to find one many people have ran across these people who try to persuade everyone else into adding them for something that doesn't exist. People are trading legends, maxed IV and shiny Pokemon for Milotic; there's no way someone with half a brain wouldn't capitalize on that market when all it would take is some quick breeding.
Most likely a troll but the weird thing is it seems the person has added others and no one is complaining that the person was being untruthful

Literally millions of people have been searching for Milotic in X and Y, and I suppose it is possible that it is so rare that the masses have simply not found it. I just find it much more likely that this person is either trolling, has a hacked pokemon or is playing the wrong version of Pokemon.

And im with you there it could be any of those though I suppose it could be incredibly rare occurrence, if I remember correctly it wouldn't be the first time gamefreak has put in something super rare
