Why hasn't Nintendo released their music on Spotify?

Because Ninendo as a company is still decades behind, just look at how garbage NSO is and even the consoles before it.

And what can we do to change this?

Besides trying to inform Nintendo of the demand for releasing their game OSTs, nothing.
And considering how the fan demand for this has been going on for years and nothing has happened still you're better off just pirating their music like every other normal person.
Realistically speaking making petitions and annoying the social media manager on twitter doesn't do anything.
If Nintendo refuses to acknowledge the demand of the fans and give any alternatives then I'm going to pirate away, same with their games.
All the shills that whine about piracy for unreleased games or music can go cry about it while I continue to listen to Xenoblade's soundtrack.
