Ok so apparently I finally got it to work but I have to kinda push down on it then hold up. I didn't think this was normal, so I replaced the left joycons with a backup one.
With the back up one, it works as intended without having to push in the analog stick some first.
So I've come to the conclusion that the left analog stick on the left joycons that came with my Switch must be faulty.
And now my Switch is all red instead of red and blue as the left joycon is blue by default.
Sounds like your left Joy-Con has developed a faulty stick. This seems to be a pretty common fail point. My original left JC went bad in a similar way, it would always want to go left. Wasn't a problem in most situations, but in Stardew Valley - which was my main game at the time - I would always move left and it made it very hard to navigate menus. I replaced it about eight months ago, and so far the new JC are fine (knock wood).
I have seen a few other complaints about that particular joystick developing a "tilt" since then. I don't know how often this happens, out of the millions of Switches in use today, but it does happen.
