always thought I'd change to Gyarados after I turned 20 but hey, this is more fitting I guess. (also somebody registered under the original Magikarp name and I can't get back to it anymore orz)
Charizard couldn't learn Wing Attack until G/S/C. Venusaur couldn't learn Petal Dance by level-up until D/P/P. It's already been established that Gyarados could do so in Red and Blue, so we're looking for a Pokémon who could also do so in Red and Blue with a lower Pokémon number, as you can't get any earlier than the very first games.

Argh, how did I miss them?! Nidoqueen and Nidoking do qualify with Body Slam and Thrash (Megahorn wasn't until later). Nidoqueen has the lower number, so I guess the official answer is Nidoqueen. I was thinking of Exeggutor with Stomp.
Anyway, both answers are revealed, but someone still has to post both of them at once, rignt?
