Years ago I would have said Quantic Dream but they haven't developed a PC game in ages. Many of the most innovative PC developers have closed their doors: Looking Glass, Origin, a few others. I would have to say Valve (because they make great games and continue to support the PC platform where many others won't... Epic... cough) or Blizzard (World of Warcraft and Diablo speak for themselves).
