Nintendo released the iQue player in 2003 for China. It’s basically a plug and play N64 emulator. If they don’t want to do an actual N64 Classic Edition, they can always localize the iQue player and have players download the games to it from the eShop.
The iQue Player isn't an emulator, though. It's a SoC, that's directly based upon the original N64 hardware, so it's the same thing as the GameCube inside the Wii, or the virtual Wii inside the Wii U, both of which were also SoC's.
