She's not my absolute, but she's up there in my top favorites. Cackletta is severly underrated, appreciated, etc. I actually like her more than Fawful; he's become a tired "meme character" ever since he returned in Bowser's Inside Story.
As for Items, I'd have to go with either the Cape Feather, Fire Flower, or Frog suit.
