My favourite old school chiptune soundtrack is Phantasy Star from the Sega Master System. I was a Nintendo kid, but this was the one game I coveted that my friend had. I still find myself humming the songs from time to time, over 30 years later.
Turrican 2. Even sounded awesome on the Atari ST. One of the greatest game soundtrack imho.
Proper old school but Cybernoid 128k on the ZX Spectrum. Still hum it today and it must be close to 30 years old or more.
Amberstar on the Amiga. Jochen Hippel is an top composer and I still put the OST of this on YouTube while I'm working.
To add games from this century I'd say Spiritfarer and Everybody's Gone to the Rapture both have absolutely outstanding soundtracks. Probably not underrated but maybe under appreciated.
Ristar's soundtrack is exactly as good as the best Genesis Sonic games.
Tales of Phantasia's original Super Famicom soundtrack is an all time great JRPG soundtrack (along with Symphonia and presumably...Tales of games I'm not as familiar with)
I wouldn't say Kirby games in general have underrated soundtrack exactly, but I would say that the series as a whole isn't appreciated enough for so consistently having quality music.
Does Miitopia count as underrated? Game has a ton of excellent songs. As for something that's definitely flown under the radar of most, I really like the soundtrack to TOEM.
Not sure how underrated these are, but some I like that you don't hear about a lot:

Soma Bringer
Radiant Historia
Zero Ranger
Gonna go with one that never gets a mentioned: Simpsons Hit and Run. Loved the game as a kid, still love it now. Love the soundtrack, but no one ever talks about it
