Nintendo UK is supposed to represent the UK and Ireland and yet we Irish have never been allowed enter any competitions. We're not allowed buy anything from the online store either but that's another matter.
Seems to me that it's in name only.
And again yesterday, another competition was opened by NintendoLife to win Fire Emblem Fates Special Edition New 3DS XL and Limited Edition Game.
Guess who's not allowed to enter? The Irish. This is the same SKU that is sold in Ireland, there's no language barrier, no region lock. So what's the story? I'm guessing this is a competition prize from Nintendo and that they've set the terms and conditions? I'm mentioned this several times about our exclusion and was told by staff that they'd look into the matter but never heard anything since. Nintendo doing practises like this is in part why Nintendo have little mindshare in Ireland. We deserve better treatment than this. I've to buy a lot of my games from UK sites because as an example there's not 1 single shop in Ireland that will be selling the upcoming Tokyo Mirage Sessions #FE: Fortissimo Edition.
It's to do with a number of things. While yes you are technically part of the British Isles, you aren't part of the United Kingdom. Furthermore, being part of the EU, you use the Euro, which would require currency conversions and import fees, as well as the different laws over there in Ireland.
What it basically comes down to is because of a lot of political BS over the past decades, you guys are more "in" the EU than the UK, and that leads to law, currency, standards etc. etc. Youre only included under the United Kingdom definition, probably due to proximity. It's the downside of being a completely independent state. So while yes, your subsidiary of Nintendo EU is /technically/ Nintendo UK, you actually aren't covered by them, due to the political history.
It's messy, but not entirely their fault. Blame the people who got arsey in the past.

Sorry but that's not a very good answer. Ireland isn't in the UK at all. And letting us enter competitions has nothing to do with the Euro or conversion rates. I think Nintendo don't see us as being very important to them. A population of 4.5 million versus 64 million. Contrast that with Sony. I see their ads on TV nearly every day. I haven't seen a Nintendo ad in years. Sony make a huge effort in Ireland and I remember Ireland having the most PS2's sold per capita. The way Nintendo treat us it's little surprise they're so irrelevant here and them ignoring us just adds to it.
Welp, that's the last time I ever try to give a none side-picked answer in some attempt to clear stuff up. From what I could gather all these companies have to go through separate jurisdictions but who the hell knows right? It could be Nintendo being Nintendo, or there could be other restrictions imposed. I don't know, I don't think anyone here knows.
As for why this site does it? That's for them to decide. Could be a similar reason we don't know about. I suggest getting used to exclusion. It happens to individuals in schooling, jobs, life, and even whole groups of humans, other animals, societies, whatever. Be happy for what you have, not angry for what you don't have.

Just dawned on me that you've answered your own question. If you aren't part of the UK, why should Nintendo UK serve you?
On this note, think about how most commonwealth nations feel. Do the Falklands need to be served by them too? What really determines the services you get and from what national subsidiary?
There are numerous political and economical factors to consider. What third parties are needed for distribution? What about any trade sanctions? How about the ratings systems?
It's a big muddy mess and honestly if Nintendo has to cut corners to focus more on other areas then so be it. I already hopped to Sony for my gaming needs
