I know you can download videos from YouTube and what not... but it's best to ask the uploader's permission first. Besides, the 3DS' 10 minute limit is pretty awful and most things worth watching are over 10 minutes anyway.
@Happy_Mask ...I don't think it's illegal to drop a video file on your SD card and watch it through your 3DS's camera app. I don't think a simple video converter that converts videos to .AVI is illegal either.
Not that anyone gives a snowball in hell, anyway. It's not like Nintendo's going to send Mario and Luigi to bust down your door and hop on your face for watching a video on your 3DS.
