The following stationery has been released by Nintendo for swapnote. The first one you get will be saved. But, if it doesn't match your region it will be overwritten once you'll get the matching one. (i.e. If you got a NA device and recevied the JP one it will be saved but after getting the English one it will be overwritten and will never be replaced again). Have you unlocked the swapnote shop yet? I had that problem at first but just scribble and save a few notes to yourself (could just be a dot) and after a few you'll unlock it and THEN click your new stationary and it'll save.
