So I’ve had my 3ds and the game Animal Crossing New Leaf for a couple of years. But recently, whenever I try to get onto the game, it takes me to the 3ds loading screen (you know what I mean?) and just stays there, frozen except for the red lines moving. I’ve tried to find the data for the game so I could delete it then reset it, but it won’t show up either! Anyone know what to do?

Maybe take out the game? I have no idea what you did. I wish I could help you, but it sounds like the cart is busted. However, I have seen used copies for cheap. It's also a nintendo select for 20$ last time I checked. It's probobly best to use the cart as a display prop or something, and just get a new one. That town is pretty much gone.
Also, what do you mean by red lines? Is it there before you load up the game, or after? A picture would be helpful.

I would say let it go even if this is for the first time in forever this problem happened... sorry couldn’t help with the Frozen jokes. In all seriousness, I would just buy another copy of the game. Sounds like something is wrong with the game.
If the cartridge refuses to work and you want to rescue your town, you could download the digital version and try to transfer the save data with the transfer tool Nintendo has in the eShop.
It only works one way from physical to digital though so it's an important choice.
On-topic: It sounds like something is up with the cart. I've had 3DS games freeze on me a couple of times, but both instances seemed to occur when a LOT was going on graphically. In this case, it sounds like it could be the cartridge; I'd personally try another cartridge or grab the game digitally (Animal Crossing: New Leaf, as mentioned above, is pretty cheap right now).
