I think it's highly probable. It has been hinted at before although nothing enough to confirm it like with GBA games on the VC. It also makes sense to do it given there's no backwards compatibility and the old "not enough storage" excuse they had with the Wii is gone. If I can download full retail Wii U Games then there's no reason why GC wouldn't be possible.
.......... but in the end it depends on demand. If they think they'll make money out of it it will definitely happen.
