We'll never know, but what I do know, there's no reason for this laziness.
Nintendo employee: I can't be bothered pressing a button twice to put two VC games up on the Wii Shop this week, I'll just press it once to put just submit one game then put my feet up instead and hopefully the boss won't notice. I wonder how much longer I can piss everyone in America off by not submitting Super Smash Bros to be released on Virtual Console; it sure is hilarious reading the complaints on the online videogame forums about them not having it yet.
Capcom already done those, their job, people now 1. 'say' and add 2. 'numbers' 1. There is such a thing called Virtual Console and you get to play in digital backwards-compatible, and it's on the Wii. Get the Wii first before going on to next (2). 2. Get-download 'very difficultly-hard' Nintendo Entertainment System Mega Man games starting with one.

Nintendo of Japan is awesome. Nintendo of America on the other hand, sucks. At least Europeans care about you. You're words are possibly true.
It's looking like they are just about done with VC on Wii. Have you seen the coming soon list on this site? There's a total of exactly 8 games left that we know of which might be released. I hope the Wii U online shop will still be getting more Nes, Genesis and Snes games added at least. It better not just be Gamecube.

And yet we've seen games that have become ESRB rated which have later been released.
And out of Mega Man X2 and Earthbound being released, I think Mega Man X2 is more likely. Earthbound supposedly has its own problems.
It's easier to add support for a CPU that was only used in two games than to get NoJ to let NoA rewrite the EB soundtrack? (okay, maybe it is, since Capcom has already released the X Collection, so they must know how to emulate their own chip)
We already have Mega Man 2 and X on VC, do we need anything else?
To be honest, it would be much more cost effective to hunt down both the Mega Man Anniversary and X Collections. I did a few years back, and other than a few glaring issues with control schemes and audio; it was definately a good decision.
