Topic: unusual SNES controller

I'm over in Japan at the moment and was rummaging around in the junk bins at "Hard Off" when I came across an unusual Super Famicom controller which appeared to be 1st party. It was exactly like a regular SF pad except in the middle there was an elongated part with a numeric keypad on it. The pad said something about "Dial" on it.

I've not been able to find any reference to what it might be online and my only thought is that its something to do with the satellaview. Does anyone have any clue what it might be for?
