I'm wondering if i get a new switch and sign in with same account as my old will i be able to download the games i had on my old switch for free and if yes will all my progress be saved.

Yeah you'll be able to download all the games and the likes again.
Nintendo has a transfer tool that can send all your saves across to your new Switch over your WiFi. Here's a link for instructions on this:

One thing to bear in mind is that an SD card is usually linked to the Switch device itself. If you want to use the SD card from the old Switch in the new one, you'll need to format the card.

@TaG If you plan on having two consoles, there are caveats to owning two Switches. Be VERY sure you know how it works before you buy another Switch. If you are aware how owning two Switch consoles works, disregard the rest of this.

Every few months someone joins here to complain (they're usually extremely disappointed/dare I say angry?) that they can't use both switch consoles at the same time due to anti piracy constraints of the Switch console. If you want to play the same game, at the same time on both consoles, you'll need to buy two copies those games. (you can play them both at the same time with wifi off, but then you can't play local or online multiplayer)

If you get a second switch and use same account on it, your original console becomes your primary console, and your new one will become your secondary (non-primary) console, and you can't play the two consoles at the same time when wifi is turned on.
