For Christmas, I got a Whirlwind Skylander, and when I put it on my PoP(portal of power), Whirlwind had a hat on...AND she was level 6! I know she was from Target, packaged and everything. WTF IS GOING ON HERE?!

The Target probably had a demo stand set up. The PoP can still scan figures through the packaging, so some one probably played with it on the demo stand.

That was going to be my guess as well. I dont know much about the game but I see small children all the time playing with the demo and the figures in the packages at my Target. I am not sure if it works that way or what cause I am usually busy playin around with the 3DSXL demo which is right around the corner.

You can easily buy a Skylander, use it, then return it, through the package. Someone probably did that to test her out. You can reset her in her stat screen.
