I am super excited about getting the NEW 3DS XL I preordered... but I'm sad because I am not in the PAL or JPN regions to have it now for a few months/ weeks. Has anyone run into issues yet? Any button problems, screen issues, C-Stick problems?
Well mine is perfectly fine (the standard size ambassador edition), you might find the c-stick awkward to use at first, but you should eventually get used to it. My screens ect. are totally fine, but I've heard online that someone has gotten an unresponsive touch screen. The buttons on mine work perfectly and I've heard no complaints online about them.

It eases my worries much more. An unresponsive touch screen comes out of every generation of DS. I got to use a demo unit of a 3ds XL at gamestop, and may I say- the 3ds screen works too well and the c-stick works perfectly with my mind on first use. I am an artist who uses a touch pad on my computer to draw so I understood the analog input right away.

why worry anyway? most of nintendo hardware are perfect right of the box and last for ages. you'll be fine!
