You mean pictochat? If so, pictochat wasn't included with the 3DS, I'm afraid. The closest you'll have is Swapnote, which is a free download via the 3DS eShop. You can find details about Swapnote here, and if you need help using it or trading the special stationery after a while, this thread here is the place to be. Good luck! :3
