I'm sorry but releasing it in this state with hundreds of legitimate indie games tagged as "shovelware" and hidden by default based on unknown criteria (vibes? AI?) is irresponsible at best and actively harmful to those devs who are struggling the most with eshop visibility issues. Relying on the community to fix your mistakes is really not going to solve the problem at this kind of scale and down the line will undoubtedly lead to abuse and endless disputes over what does and doesn't qualify. Frankly I don't think you should have the tag at all unless you can lay out some clear and objective standards for what counts as "shovelware" and what doesn't.
