"To get access to all deals, make sure that your Nintendo Network ID is linked with a Nintendo Account. If you do not yet qualify, simply link your Nintendo Network ID with your Nintendo Account**. If you don’t yet have a Nintendo Account, visit the Nintendo Account creation page and create one for free."
As you've found, if you do so now you get... nothing. This has also happened to my wife's, who I just set up with a new Nintendo Account linked her NNID. No "Just for You" offer therefore no sale and all full price games for that account. I can only guess the deal was sent out as a one shot (or two shot, given they already messed it up the first time) and so new account setups are not having it applied to their account as the time has passed but as I say that's just my speculation. Well done Nintendo :-/
edit: Ah, in this case it just took 4 hours to show up rather than the "3 hours at the longest" specified in the small print.
