The Super Mario All-Stars disc was simply an import of an SNES game. It made sense that Nintendo would release that as a disc because if it was released as a VC game, Nintendo's price structure would only allow them to charge $8. Nintendo would definitely see a drop in VC sales of the individual games that way.
And since all of the games from Zelda to Majora's Mask are on VC (except for the Game Boy games), I don't see them releasing a collection of them all, nor even an import of the GameCube Collector's Edition.
