Nintendo doesn't get to decide what's legal and what isn't. In the US, making copies of games you own is completely legal under specific circumstances. From 17 U.S.C. 117(a): [I]t is not an infringement for the owner of a copy of a computer program to make or authorize the making of another copy or adaptation of that computer program provided: (1) that such a new copy or adaptation is created as an essential step in the utilization of the computer program in conjunction with a machine and that it is used in no other manner.
In other words, if you need to copy a computer program (rip cartridge contents) that you own before you can use it in conjunction with a machine (play it on your computer), it's legal if that's all you do with the copy.
