Consider that you have never played/bought Wii Play before. If it became available on WiiWare for 1000 points, would you buy it? Wii Play with Wii Remote is $50, so if you subtract the $40 value of the Wii Remote, you're left with a $10 value for the game. So would you buy it on WiiWare for $10?
It's worth it, though I don't even play it anymore, if you plan on getting another controller you may as well drop an extra 10 bucks to get a game with one.
It was worth it for me when I was getting another controller plus an extra $5 off at the time. I'm not sure I would have bought it for 1000 points though. I think if it had been a WiiWare only game people would have complained that it was too expensive.
Well It'd probably be worth 10 euros/dollars but not more. If you buy the Wii-remote you might as well buy the wii Play set for the heck of it but it might as well go for just 800 points or something.
Probably not, but only because I wanted it after playing it at my friend's house, and they bought it because it came with a wiimote. If I had played it though, yes, definitely. It gets a lot of crap, but sometimes I just like to not really think too much with the games and go for a high score.

The Wii Play pack is generous as you say. Personally I didn't like it that much but my girlfriend loved the 'Find the Mii' and 'Duck Hunt' games. I thought they could have expanded some of the games to add longevity, like the billiards for example. But I still liked it enough to get a gold medal for each game
Nintendo can be very generous when it wants to be: I think Wii Sports Resort is fantastic value for money and look at Metroid Prime Trilogy. Good old Ninty, sometimes they just want to entertain... (And get us addicted)
