The anime series is not canon to the Pokémon video games.
Pokémon Trainer is clearly the one from Pokémon Red/Green/Blue/Yellow/FireRed/LeafGreen, therefore Brawl's Jigglypuff has nothing to do with the anime's Jigglypuff.
