I think Majora is the better quality game, but Ocarina is longer and still has a high standard of quality; so for the best quality/quantity balance I'd say get Ocarina. It's 60 hours of gameplay for £7 ($10-15?) and directly precedes Majora anyway. If you get through Ocarina and don't find it too difficult, then definitely give Majora a go afterwards (points permitting). Hope that helps.
60 hours? Holy crap, what game were you playing? I think I beat it and got all the Skultulas in half that on my first try, and now can do it in less than 20. If anything, the sidequests and difficulty of Majora's Mask make it a slightly longer game, despite having less dungeons.
But yeah, I'd say start with Ocarina of Time because you're pretty much guaranteed to love it. Then you'll want to buy Majora's Mask later anyway. =)

If you do everything in the game it's 60 hours, at least according to Nintendo, they might be exaggerating I suppose.
There is NOTHING in the story of Ocarina that you need/should know going in Majora's Mask. Majora's Mask is a sequel only in the sense that its events occur after the events of Ocarina. Majora's Mask has its own original story. It is not a continuation of the story in Ocarina.
That being said, definitely go for Majora's Mask. The story is better, the graphics are slightly better, it's a little harder (good thing), and it has a really interesting, dark atmosphere.
You have all expressed the idea that one should play Ocarina of Time before Majora's Mask. Please read post 15 and then give me one good reason why. Thank you.
@Edwin: It's like watching a season of an anime series before watching the theatrical movie release; the movie (alternate-universe) release is perfectly fine on its own, but you'll get more out of it after having watched the rest of the (canon) series first. That's how I feel about it, anyway.

Majora is more difficult than Ocarina, therefore it would make sense to play the latter if you haven't played either before. Ocarina is also the definitive 3D Zelda experience. A lot of this depends on whether you've played either of these games before, or indeed any 3D Zelda. Majora kind of throws you into the deep end, which is great if you've played Ocarina because you want to get into it, have a bit more of a challenge and experience a different tone and structure to that of Ocarina. Whilst very different in some ways, both games are also very alike and compliment each other. Most likely you'll find what was lacking in Ocarina (not perfect as some suggest) is present in Majora. Majora is also darker than Ocarina. You can play them in what order you like, but there is a certain logic that suggests you should go through the darker experience after the lighter one. I prefer Link's Awakening to A Link to the Past, but if someone hadn't played a 2D Zelda before I'd suggest aLttP, because it is the definitive 2D Zelda. That's why I'd suggest Ocarina first (if you haven't played either), it is the introduction to the 3D Zelda universe.
