They have nothing to translate, so there is no reason why it should be take so long.
Translations aren't the reason why some games don't appear on our shores, it's just the excuse.
Ok, you are right. Nintendo has the power to put it on their server, whenever they want.
I think the chance for bit.trip:beat is lower then expected, because next week will Square Enix release Chrystal Defenders R1. They said it in their newsletter. I hope Nintendo will release more then one wiiware game each week soon...
