My vote is a little weird, but hey, it's my vote: the Dragon King fighters.
Before Super Smash Bros was Super Smash Bros, it was Dragon King: The Fighting Game. Wouldn't it be awesome if these 64 bit beta characters came back and fought the new fighters?

I assume those guys were a blueprint for Captain Falcon moveset.
Would love to have Spyro the Dragon in the game. I don't think he would be just a Charizard clone as they would be able to give him elemental attacks and still stay true to his character. Don't know how realistic this choice is though as Activision own the right to him. If you agree and are on twitter please retweet #SpyroForSmash and help give this iconic video games mascot the chance (I believe) he deserves.
Aside from Spyro would love to see Wolf return as well as maybe a Metal Sonic version of Sonic. Not too fond on Inkling, In my opinion any character that is going to be added should have a bit of history behind them, but thankfully that is why we have freedom of speech.

Well, yeah, they were. But Captain Falcon's moveset has almost completely changed since SSB64. Besides, while their normal attacks would be similair to Captain Falcon's, their specials could be completely unique and original specials. I can always hope
Well he is already in the game as playable, with all the movements he has to offert. Hint: Up B with Villager.
I know, but one recovery move "stolen" by Villager doesn't necessarily disqualify Balloon Fighter from inclusion. There are characters in Smash that share one attack or recovery, but they have overall different feel, fighting style and moves. The same could go for Balloon Fighter, but I guess he would flap in the air with one jump or multiple times based on how many balloons he pumped instead to use the same recovery move like Villager.

Flapping in the air?....you mean, like Kirby and the all mighty Jigglypuff?
