An open world game can be described as a game that has free roam gameplay inside of the area that's allowed in the games. Sometimes these are blocked off through the need for items (Metroid), story progression (GTA), There are some games that have open spaces such as Mass Effect but wouldn't really be considered open world.
Saying that a game isn't true open world becuase its not a big world is kind of weird since the open world is defined within the limits of said world in the first place.
