They're special because they return in every title as end of cup levels, usually (if not always) Star Cup and Special Cup respectively. It's like comparing your favorite bosses from any other game. Luigi's Circuit isn't even in every game of the series, and while usually good, tends to be fairly generic as an introduction to the game. I generally prefer Mario's Circuits, myself. The original game had some great ones.

Bowser's Castle: Mario Kart 64. Particularly liked the music, track design, and appearance of this version. Rainbow Road: Super Mario Kart. It's not as long, or fancy. But, it was tough as nails in a good way, and has my favorite music of the Rainbow Road
Hard to explain, but these are examples of why bigger, and fancier aren't so important to me. Maybe I'm forever doomed to be a retro gamer LOL.
