Some of the best times I've had with games is wreaking havoc and untold destruction in open-world/sandbox type games. Tornado Jockey is one such game I really enjoyed; which puts you in control of a tornado, and your goal is to cause as much destruction as possible. It's incredibly fun, if not slightly unethical. When I was younger, I enjoyed playing ROBLOX, the pseudo-lego spiritual ancestor of Minecraft. There was one stage which had no point, but you got a rocket launcher and several types of bombs with which to blow up skyscrapers. More recently, I've had fun running around wreaking havoc in inFAMOUS 2 and Saints Row the Third. There's just something amusing about pointlessly running around destroying things, no matter what kind of game it is. And then you can reset it and do it all again! Maybe it's the endless possibility I like.
Part of the reason I liked Mercenaries 2 was that it was a horribly rushed mess. Not only could you run around destroying everything but if you did it enough the game would glitch badly enough that it would occasionally teleport you around the map and attempt to trigger several story missions at once. I'm not sure if they ever got around to thoroughly patching the game but in a way I sorta hope they didn't.
Ah, Roblox was fun as a kid. So was Boom Blox. I'm pretty sure anything with "blox" in the title involves wreaking some sort of havoc.
My personal favorite "ultimate destruction" games are Hulk Ultimate Destruction (borrowed a glitchy, non-saving copy from a friend), Infamous 2 (the kiosk demo of course, which I played, oh, probably a hundred times), Transformers Decepticons for DS (the first one, it was like GTA for kids), and that's pretty much it. I also tend to enjoy "empowering" games that let you do whatever you want, even if may not be "pointlessly running around destroying things". These "I feel like a superhero/superspy/all around amazing person games" include MDK2 and MGS3D off the top of my head.
EDIT: Oh, and to a lesser extent: the first Star Wars The Force Unleashed on Wii.
EDIT 2: Wow, can't believe I forgot to mention Portal, the most empowering game of them all.
When I was younger I remember playing Simcity and building up my city just to reek havoc on it. I didnt care about the goals or how happy my Sims were just that I had filled up the screen with my city and than had Bowser walk through it or have airplanes fall from the sky on to it. I usually would save it before I destroyed it all but sometimes I would just start all over and build up a new city and destroy it all again.
When I got older I noticed that my friends and I would do that in GTA: Vice City (The only real GTA game that I could get into and play). We would go on like killing and destruction sprees seeing how much damage or how long we can go killing and destroy things before the police would arrest us or we got killed. One of our favorite things to do was the mad batter and see how many people we could kill with nothing but a baseball bat before the cops arrived and gunned us down lol.

I've done this occasionally whenever I got sick of whatever unbalanced part of Oblivion was annoying me, so I would just murder a town and steal stuff and then go back to previous save.
Mainly Red Faction: Guerrila though. I destroyed every single thing in the first area of that game. No seriously, EVERYTHING. I didn't do that anywhere else because I would be there forever if I did and there's enough destruction just in the missions anyway.

Nothing like running around on GTA with a rocket launcher and blowing everyone down. Also beating shooting down innocent bystanders. I put in a code for civilains to have weapons old lady shot me down with a machine gun XD
