Yes it is (@Contrarary the only reason the answer isn't Meowth is that Meowth requires a professional voice actor to read his lines for the cartoon, Chatot's Chatter move in the games uses sounds picked up by the DS's mic).

Yeah that's what I figured. Hmmm, the first one's pretty tricky.

My guess is Miltank or Tropius, although there are plenty of pokemon that weight less than they look (most ghost types) and also plenty that weight less than the creature they're based on like Donphan.
