It's a comedy, though, not a drama. The characters don't need to be fleshed out. They don't even need to be consistant. They're mediums for jokes, nothing more. It's not the characters that are memorable, but the jokes made by them that are memorable.
You could write about any character ever if you really wanted to. But what I'm trying to say is You cant write about how memorable a character is if they have noting to represent.
So in other words: If the character doesn't stand out, he is forgettable.

Actually it can be both. Looney Tunes had both memorable characters and jokes, as did The Flintstones, Ren and Stimpy, etc. On the other hand, Futurama has memorable characters, but I barely remember the jokes, same with Rugrats and Dexter's Lab.

For some, sure. But for me I like a decent storyline with my shows at the very least. That 70's Show is a great example of superb humor, memorable characters, that revolve around a decent overall storyline while still not taking itself too seriously. Family Guy pales in comparison to this.

That list pales in comparison to what TV was like in the early 1990's. To think this reality fad all started with The Real World and Survivor (though that one is more of a contest, like American Idol).

So TV isn't all dominated by reality shows like Iron Chef, Cake Boss, Top Chef, COPS, Teen Mom, Survivor, What Not to Wear, The Real World, Jersey Shore, etc.?
For every scripted show, you'll find 3 "reality" shows.
I know this will be bad, you can't recreate the Flintstones, no matter how hard you try.
People said the same thing about Looney Tunes, yet that new Looney Tunes Show is pretty popular.
He could put his own little spin on it, like so many people have done with DC Comics and Marvel Comics characters over the years. Everyone has their own ideas for certain characters and shows, and that's the joy of having creative freedom (without ruining the show's foundation).
I have plenty of ideas for a new Ren and Stimpy series (that's in NO way related to Adult Party Cartoon, I hated that crap), and I have plenty of ideas to make SpongeBob funny again. No one's calling me up though (no experience in animation).
