You can make pixel art in pretty much anything. Paint actually isn't too bad for it.
Though I'd strongly recommend Gimp. It has pretty much all of the functionality as Photoshop, except it's completely free. http://www.gimp.org/downloads/
Gimp is great - I use it for a lot of things. I'm not sure if there is purpose-built software for pixel art that has special features compared to other software (I can't even imagine what they might be) but Tare is on the money in terms of free, powerful graphics editing software.

I'll recommend yet another program, one that I use quite often: Inkscape. It's free!
You can use its built-in grid line (Shift +#) to create pixel art rather easily and, because it's a vector graphics editor, you can export the image as a standard PNG [lossless] image file in any resolution that you want without losing even the tiniest bit of quality. For example, you can create a pixel character in Inkscape that is 64x64 pixels and then export the image in a resolution of 6400x6400 pixels and not lose any quality.

But how do you make pixel art with it easily? I've used inkscape a bit, and the best I can think of is to draw tiny squares on a grid. Not as easy as drawing single pixels with something like Paint or GIMP (which is the definition of pixel art).
Inkscape is great for vector graphics but, unless I'm missing something, you're making things hard for yourself if you use it for pixel art.
