That is a completely different situation. JRPGs used to be extremely popular in America. Anything Final Fantasy sold huge numbers in the 1990's. Nintendo even contracted Square to make Super Mario RPG, since the genre was so huge on the Super NES.
The FPS genre, however, has never been popular in Japan.
I for one am not a fan of any game that is solely Role-Playing based, these games are giving some of the people at my school REALLY BAD IDEAS.

Because there is still a market for them and companies will continue to localize them until that market completely dies. That's how it is with almost everything.

The Call of Duty franchise has outsold all them.
That's because Call of Duty is the most overhyped franchise ever. Halo used to be bigger than Call of Duty, yet Microsoft hasn't given up on that series,
Hey, maybe Nintendo should stop making Pokemon, Mario, and Zelda games, since CoD is clearly the most popular game series. Give me a f*cking break. Maybe Rockstar should stop making GTA. Maybe Sega should stop making Sonic games, even though Unleashed and Colors were big successes, but they're not as popular as CoD.
If sales numbers decided the fate of the entire industry, then every single game that isn't an FPS would be nonexistant. Sometimes it's good to experiment a bit, that leads to innovation, which what this industry thrives on. Without innovation, we wouldn't have Pokemon, the Wii, Kinect, PS Move, the DS, the iPod, iPad, iOS App Store, etc.
