As to how you'd make them in flash, you'd type the words into a text field, make them into a symbol you can move about with tweens (where the animation program moves the object across the screen between two defined points), while adding blur filters of other objects that suit the piece.
Regarding the spectogram in the preview shot of the second video, that looks like something after effects would be suited for. Either that or you could import video clips into Flash, but they'd need to be of a high definition.
I've never made one, but on reflection, it looks like they take a lot of hard work - especially in synching it up to the lyrics, and making it pleasing to the eyes.
I made one for my video editing class. You type the words and make them appear however you want, and use keyframes to animate them in time with the words/audio. It's very tedious.
In the US, it's $999.00 RRP ($799 on amazon). In the UK, it's £1047.60 (which is 1709.42 DOLLARS) or £799.95 (1303.35 dollars).
It's definitely out of my price range as a Brit.
Holy... wow. So the people who post those videos on Youtube are either rich, or they pirated the software.
Or, you know, they work for a media company.
Tools of the trade. They can be expensive, but they're necessary.
Students usually get substantial discounts courtesy of Adobe too.
They're still nothing like substantial enough that you'd even be able to afford them as a student though - I looked into it when I started uni. Can't remember offhand what the discounted price was, but I wouldn't have been able to eat for a year.

Many years ago, I bought Macromedia Flash MX (as it was then) for a knock down price from Amazon (it was about £150 compared to about £500 it would have normally cost), and since then, I've been able to upgrade it all the way up to Adobe Flash CS3 Professional in one transaction over the phone. That cost me about £120.
I plan to upgrade to CS4 eventually, but I know it won't cost me an outrageous amount.
After Effects on the other hand is beyond my wallet, and as it happens, beyond my needs.
