I don't think it's actually possible to "cheat" with the PokeWalker. The way I see it, I've taken millions of steps in my life that the PokeWalker hasn't accounted for. So "cheating" the Walker really just gets you back some of the steps from earlier in your life.
That said, I strike an odd balance with the Walker. I sometimes "cheat" by putting it in my sock and waving my foot around while I'm sitting still, but I also find myself occasionally going out for longer walks to rake up the Watts.

I have found one way to cheat it. First off, you need to have the handle attached to the PokeWalker. Then, when you are sitting down, watching TV, or in a car but not driving, stick your elbow at your hip, then, by holding on to the handle, shake it up and down like a hammer at a steady pace to rack up points quickly. It works, trust me. It may not record them right then, but eventually the Watts will start pouring in.

What I meant was that, even if you shake it to get etxtra Watts, we've all taken plenty of steps that the PokeWalker hasn't recorded. So, by shaking it, we're just redeeming some of those steps we've already taken in our life.

And my Dragonite is pathetic, really, it's sad how a Pokemon at this level can be THAT bad, so if you could recommend another dragon Pokemon that I can easily get, that would be appreciated.

@RandomWiiPlayer I've done that before. Sometimes I have legendaries on my team and sometimes I don't. This is the second time I haven't used my started.
A really good resource for teambuilding is Serebii. It's good to have a team with balanced types, so just click on the type you're looking for and Serebii will give you a list of all pokemon that type.
Ampharos is a pretty good electric pokemon. Unfortunately, I don't believe there's another Dragon pokemon you can get 'easily.' Almost all of them need to be caught in the safari zone, except for Kingdra who needs a trade evolution.

Thatch the thing, Dragon Pokemon (good ones) are a pain to get. Just EV train him and he will get better over time With your other three, try Ampharos and Octillery/Mantine Two strong Pokemon, however Mantine has a 4x weakness to electricity. Seeing though as you have a Tryanitar, you might not want to get an electric Pokemon because Rock defeats Flying and you could teach Thunder/bolt to Gengar or Dragonite. Therefore you might want to consider Grass Pokemon. Tangrowth is great with high defense, and you might want to try a Psychic Pokemon such as Espeon or Alakazam. Then you could have a Fire/Water/Bug/Ice pokemon of your choice.

@RandomWiiPlayer After you beat the Eleit 4, a new element is introduced to the Safari zone. You can now place items (trees, fountains) called blocks in the safari zone however you want. Each day the "block" remains in the safari zone, it levels up. So in order to get those dragon pokemon, the total sum of all your blocks (in the same area of the same type) must be a certain number. That's what "with blocks leveled up" means.
I threw Ultra ball after Ultra ball at Lugia for a good hour and nothin
So I looked and saw I had 11 Great balls and that bothered me, so to make it an even ten I decided to throw one of those.
What happens? The great ball works. Have no idea how that happens.
