Japan gets "exclusives" because they make games - or applications in this case - in their own language (naturally) and foreign (i.e. American, European) publishers don't localise them. The end.
Japan gets plenty of exclusive products. If we were to get mad over every single thing they got and we didn't, we'd all be dead of aneurysms and/or heart attacks by now.

Or you could channel that energy into learning Japanese if it's that much of a problem for you. It's worth it, and not just because it broadens your gaming horizons wait till you try and get around Japan using just English.
@Waltz: in terms of items like the product in question, though, it might not even work if one were to import it and attempt to use it with the menus in Japanese. even ignoring the switchover to digital TV signals here in the US, different countries use(d) different frequencies for their radio and TV signals.
