I have been looking for a way to trade pokemon with my friend he has white 2 on a ds light and i have y on a 3ds and we want to trade but i dont want to pay for pokebank is there a free way to do it
No, there's not. Your Pokemon on White 2 have to go through Bank to get to his Y version. Also, if you can't meet with him in person, you'll need your own copy of X, Y, Omega Ruby, or Alpha Sapphire as well since Wi-Fi capabilities for White 2 are shut down now.
Black, White, Black 2 and White 2 are compatible with one another for local multiplayer, while X, Y, Omega Ruby and Alpha Sapphire are compatible with each other out of the 3DS games (some restrictions do apply, as the new Mega Evolutions/forms that were introduced in OR/AS are not compatible with X/Y).

@SneSmash: Nothing is really known about Sun and Moon, most likely they will also use the Pokemon Bank. Sun and Moon is believed to be a new generation but it might have some connectivity. We just have to wait for the information.
People keep saying the Xbox One doesn't have Backwards Compatibility.
