I've read up on this and there seem to be a lot of situations people ask about that may not fit my own so I figured I'd just ask with. my own thread.
My wife has become enthralled with New Leaf. She is playing the digital copy on my New 3DS XL. I was wondering if it's possible to make her the mayor when I was the one who started the game up (I'm guessing not...).
Secondly, if I boot up and update my other New 3DS XL that's not currently being used, is there a way I can move her save data to it, if I buy another copy of the game?

I haven't played animal crossing, but I can talk about game saves & transfers.
Officially the Nintendo system only supports full system content transfers. Forgive me if you're already aware. And you cannot transfer single games. I've only seen one person here talk about trying to transfer a single game, but they were on here because they couldn't do it. I'm not going to claim I've seen or know everything though.
If you have the cartridge, game save data is saved to the cartridge, but obviously that doesn't help you with your digital copy - just being thorough about outlining 3ds game saves.
And here's nintendo's directions for 3ds system transfers. If you've seen it, you can disregard. I just wasn't sure how much you've researched.
