No, it just means that Nintendo isn't having their Virtual Console emulators come as part of the system OS itself. So it must be delivered digitally each time when the customer purchases a game. Not to mention that the homebrew community itself has proven the capabilities of the SNES emulator already.
The slow drip in releases is because they're out to maximize sales and spread out their pool of release candidates, in order to keep the program active for a longer period. Nintendo hasn't done well at recruiting publisher support here and the libraries of even giants like Konami and Capcom only go so far.
And you really think that Nintendo did this to inconvenience 3DS owners? SuperNes downloads on the New 3DS Virtual Console have a system selling potential in 2016 that's virtually nil. Their exclusivity in no way justifies cutting out over 50 million potential customers out of their 61.5 million unit install base for the 3DS family, since extremely few would view it as reason to upgrade for.
Thus without a sound business reason for exclusivity, that leaves technical reasons for it.
So Old 3DS has the processing power of roughly a Pentium II?
I remember playing SNES ROMs on ZSNES (the hackiest emulator ever) with frameskip to the max and probably mono sound to keep up playability on my AMD K6-2/500mhz. (ZSNES was also largely written in pure ASM which is faster but no way is Nintendo is going to be doing that sort of thing these days over using a high-level language like C.)
If one is arguing playing emulators on those is representative of Nintendo putting SNES games on Old 3DS, maybe they've forgotten the compromises needed for performance?

There's no original new 3ds games just ports of games from Wii and Wiiu (Xenoblade, binding of Isaac, Mario maker, runbow) it's Nintendo it's greed "let's stop with the NES and Gameboy VC and concentrate on SNES it's the in thing now and put it on our new upgrade" I mean seriously it's not selling that well compared to original and 2ds. It's not practical I bought a rather large SD card for my 3ds and it has plenty of space to upgrade would be quite a lot more expense. Upgrade and enhance the SNES VC emu it's not that difficult with a competent team! so what if it causes soft resets? So what if it closes everything else while playing? When I play a game I could care less about streetpass and miitomo (i rarely use miiverse and streetpass I only get use at conventions) especially since I live in a rural location!
Guys can we please quit arguing its the holidays. Now i wait for Kirby's Dream Land 3, Super Mario Rpg, and Super Mario All Stars to come to the system

What do you mean? It's obvious at this point it's a cash grab. If it were true then they would at least release more VC than just SNES. Just look at tomorrow's VC , Castlevania Dracula X, that does not sound like Castlevania Legends (arguably the best Gameboy vania)
I would like Super Mario All Stars + Super Mario World game for the updated graphics. Also I would really like super mario rpg now that the wii u has had it for awhile. Oh I almost forgot about Super Mario World 2 Yoshi's Island for snes.
@komatsu That would be a dream to be able to have Super Mario All Stars on the 3DS Virtual Console. I don't think they would add the version that includes Super Mario World since it's on there already. I do think they should put it on the 3DS.
A game I've been waiting for which was on the Wii and Wii U VC that hasn't arrived on 3DS is Vegas Stakes. I know it may not be as popular but I loved that game as a kid haha.

The economics don't work well for this one.
Even minus Super Mario World which is a $8 download on its own, we're talking $20 of Virtual Console content being sold in bundled and upgraded form for just $8.
So it will likely just sit on the sidelines as a result, just as it always has in 10 years of Nintendo running a Virtual Console program. If we see any sort of revival of this one in digital form anytime soon, it will probably be as a $20 Wii Classic on the Wii U's eShop thanks to Super Mario All-Stars seeing a retail release on the Wii.
I personally think Nintendo is giving away more money than they're saving since more people that already downloaded the NES versions will double dip for Super Mario All-Stars than those that will eschew paying $20 for the original NES versions when they see this compilation for $8 (How many 3DS owners that want these NES downloads haven't already bought them?).
But evidently, Nintendo disagrees and wants to protect their value.
Japan today got a heck ton of new SNES downloads today. While a fair few look to be region catch ups (Both Breath of Fires, Castlevania Dracula, etc.), there are some new ones from Square including Final Fantasy 4, 5 and 6 and Orge Battle.
Might just be Japan only, but does raise a little hope for everywhere else....
