NTSC and PAL aren't region codes, they're SD video standards, and they don't really exist anymore in the HD world.
NTSC is 480 lines (as opposed to 1080 with HD) and PAL is 576.
Video standards... The dark age of gaming when the legendary "Black Lines" were afflicting almost all PAL games ported from NTSC regions!!! (should I feel old as gamer for remembering that? XD)

This is true, but I think the two terms have just come to colloquially refer to different hardware regions. Would be less confusing if the video game industry just adopted bluray region codes.
