Topic: How to upload a game to 3ds

I'm making a game and I would like to upload it to the nintendo eShop. Do you guys have any idea how to do so? How much money does it cost to upload a game?

A quick search on google for "nintendo developer", will reveal the development website. However under tools/middleware (and the register link), the following red text can be found:
