The game itself is complete. It was delayed because of problems with the online services. I was never even going to use those in the first place, I just wanted to marvel at my own creativity. They should just release it without online and add it in if they feel like.
It has been released in Japan, and I think it's been out for a year(?) there, but I could be wrong on that part. It has yet to be localized into the West, and we're all waiting for at least some word on it, but nothing.

I will happily give up completely if Nintendo officially cancels it, rather than continuously torturing us by their silence.
At this point I really, really want them to cancel it so I can forget about it. But I can't stop hoping it is coming soon.
Also, someone on Reddit who worked at NOA claimed to have seen a localized version of FS3D. The updates possibly haven't been localized but I can't imagine that would take long.
The problems with the online service were the initial reason why it was delayed, but there are no problems with them any more. That's a weak excuse. My best guess is the cost of moderation of Flipnote Gallery: World doesn't seem worth it to NOA/NOE.
It's possible that they saw how Miiverse acted, and based the decision on that.
But dang it, they need to let it's know if it's canceled! I would only be mad because they hadn't mentioned it sooner.

I can't believe it, but I did it. I caved and ordered a Japanese 3DS. For a free app. You're welcome, you money-grubbing, region-locking, promise-breaking Nintendo jerks!
I also ordered Slime Mori Mori Dragon Quest 3, the Japan-only sequel to Dragon Quest Heroes:Rocket Slime. Might as well get some other exclusive games.

What new features are there for this version? How good is the 3D layering tool? How much better is this app compared to the original? How many colors can be on the screen at once? How long can the flipnotes be compared to the original Flipnote Studio (longer or shorter)? Any new crop tools? Any new pen styles? is it more organized (assuming you can read your 3DS)?

@HappyHappyist Sorry it's taken so long for me to reply here! There are quite a lot of new features, and everything is streamlined. There is a text tool, a paint bucket, and much better editing tools. There are six colors (yellow and green are new, allowing for more combinations by mixing colors) and they can all be used at once. The 3D layering is a pretty neat feature. I'm personally not crazy about it, but it's not bad at all. Flipnotes are the same length (999 frame cap, 60 second audio cap) but the "space bar" is less of a problem, I doubt most people would every reach the size limit. Not sure what you mean by crop tools. The pens are the same but the larger ones are round rather than square, so that is nice.
It works just as well in Flipnote Studio 3D. The color is blue, though. You can also delete a selection, fill it in with the currently selected brush, or make it into an outline.
