I recently got an Nintendo New 3DS and my friend gave me Fire Emblem Awakening, I wanted to ask a few thinks about it.

1. If I buy the DLC’s but select the option “Wipe Data”, will I lose the DLCs?
2. If the previous question is correct, how can I delete my friend saved files and all data and keep the DLC’s if I buy them?

And that would be pretty much, also what do they bring?

1. I believe 3ds digital purchase ownership is linked to your nintendo account. So, even if you did lose your dlc, you can still redownload it (if 3ds eshop still exists). I don't have experience buying dlc with the 3ds. I've only bought games on 3ds eshop. I've only bought dlc on the Switch.

"Wipe Data" option probably means game save data.(my best guess). When you buy digital content, a game or dlc, you can always redownload it (if eshop is still running), because Nintendo server can see your account owns it.

2. I don't have Fire Emblem but, I did find these nintendo support pages, which seems to answer your questions.

Once deleted, pre-installed software (Mario Kart 7, Swapnote, Fire Emblem: Awakening) and Nintendo eShop purchases can be redownloaded at no cost.
