So here's the thing, I tried to add funds so I can download a DLC of Fantasy Life (which is a great game), but after a while there's an error code (I forgot) and it said that my card cannot be used. Exactly after I got the error I recieved a text from the bank telling (or rather thanking) me that I paid 9.79 dollups to them. So I searched the net to know if I was really charged and it said that it was because I was using a credit card that was outside of the region. I live in the Philippines and there is no region for that in the 3DS and the store seller (IDK XD) assigned my region as New York so how can I download DLC if my place doesn't even have a region in the 3DS?
Now did they charge you or was the amount pending?
A similar situation happened to me in the sense that i tried 3 times to purchase a ten dollar store credit and it got canceled 3 times because i was putting in the wrong zip code.
On the fourth attempt with proper zip code i was able to complete my ten dollar purchase and was content for the evening.
So fast forward 24 hours... I was checking my account and noticed i had 4 nintendo purchases for the amount of 10 dollars each..
But upon further inspection 1 10 dollar charge was the only one that went through the others were pending and knocked off a few days later..
Nintendo has an article let me see if i can pull it up.. Ah here it is.. Have a look, if you feel this doesn't apply then give Nintendo a call. there should be a number next to the charge.
