By your logic, that seals the deal for this instance as well. The Japanese release has a good bit of exclusive E-Reader content that was never present in the Western world.
And they surely didn't leave that content out of F-Zero just to be "fair". For starters, few are even aware that such material exists outside of those that originally experienced it in Japan, and even fewer would care one way or another if they stumbled across that fact. Secondly, I'm sure that it would be a fairly simple matter to restore that functionality and the content created for it for a Western release if they actually cared that each region receive the definitive version of a particular title (a policy with no evidence to support it as seen by many gimped releases over the years on the VC).
That they didn't do it for F-Zero over in Japan speaks volumes about their intentions. Expect a bare bones release for Super Mario Advance 4, folks. I'd love to be wrong, but the safe bet is to not get your hopes up that they're going to go the extra mile and include all those extras.
