I'm 14 even though my NNID says I'm 12 (long story) and I want to know if I'll be able to play online if I get COD Black Ops 2.

Yes you will be.
I'm 16, and I was able to play Splinter Cell Blacklist's Online without issue, so I'm sure you should have no problem with Black Ops 2's multiplayer.
