I got rid of my New 3ds a year ago. If I get a new unit can I download games I bought from the e shop for the other system?

If you still have the other system you can do a direct transfer.

I'm not sure how it works based on user alone.

As I said, I got rid of the other system a year ago. I would register the new one as my only unit.

As long as it was registered to you my Nintendo account, you should be able to unregister it remotely and register your 2ds. Then you’ll be able to download everything.

it's tied to your account unless you sold that too, which would be.. a scam. that's the bad part about selling consoles.
